I always thought that the app temp meant the air temp or the wind chill factor combined or something.
What actually is the App temperature in the weather observations?

App temperature is the the apparent temperature. It's basically an estimation of what the temperature feels like. More information can be found in the Weather Glossary - A under "Apparent Temperature".
